Read about other problems with IE, mine will not open, from shortcuts, program menu or ieexplore.exe. I would reinstall, but it says already fully installed. Any ideas?

you could try the repair option in 'Add/Remove programs". Select IE, click on 'remove' and you should get a menu with option to repair it.
