Sounds like a problem with your BIOS. The BIOS is the underlying system that initiates all of your hardware within the first couple of seconds of switching your PC on, before Windows loads. It reports things like how much memory you've got, what size your hard disk is and how fast your processor is running. If it has got a bit of a problem, then it may well be reporting the processor at the incorrect speed - running the processor faster than it was designed to be run is called "overclocking".
Overclocking is like doing a performance modification to your car's engine. It makes it faster but the chances are it will be a bit less reliable and will reduce it's useful life.
If you've still got this problem, let us know and we'll try to talk you through resolving it
