What operating system?
What motherboard?
What games?
Did you load all the proper drivers?
What exactly do you mean by "lags"?

when i first started building gaming pc's i used to get this a lot on all sorts of games from tetris to far cry 2
in the end i came up a simple yet effective check list that i run through now. Some have already been mentiond but i will list them anyway.
Is it overheating ? (if possible use an external temp probe)
Are the clock / timing settings for the ram set correctly? (bios jobby i never did trust OS apps for this kind of thing)
Is the src media scratched or damaged (i know it sounds abvious but you would be suprised)
Are your read heads clean (ie if your useing dvd drive is the lenses free of dust)
Are you overclocking (sometimes less is more)
does your pc meet the recomended specifications (i always find its better to aim just above the recomended game specs since the minimum specs are usually out dated and if their not the weill be very soon.
Are you using S.M.A.R.T. or other hardware monitor chips (monitor chips on the mobo can eat up virtual memory in the form of the system idol process. when trouble shooting always disable these kind of functions, go for external probes rather than internal)
Are your Vcore settings correct for your CPU(once my mate tried over clocking his cpu, and he did great, but after he finished he forgot to put his vcore settings back and his entire opirating system and everything else had major lag.
