Yes I think the PSU is faulty.
And the motherboard should "see" the DVD/CD from the get go no matter what.
So I am suggesting the motherboard had a fault as well.

Not happy,hate returning things, but if it's not right, it's, well, not right,is it!
Weird thing is that it's a well known reputable shop/factory

oh well,it's just a pc, least my kids are ok
Confused now,as the wifes friend wants one as well!
All this to save 90 quid / £ / bucks lol (for an OS)

Hey Jephree and all,story so far,3 months later! (fell out with it,chucked it in the corner till yesterday!!!)
Right, the PSU had fried.Took it back to the shop..what a bunch of young nobs serving the returns department.."maybe it shuts down (the psu fan) if it gets too hot".
Hot? HOT?!! Stunk of burning! ..and shouldn't a fan,erm, cool this hotness? like,before it sets on fire?!!!!!!!
anyway,after 'words', they agreed to test/replace the PSU.
Went back a week later and picked it up (new PSU) and the kids,sorry, staff at the returns counter were arguing with some other bloke!
So, got my new pc fired up with lots of yellows in device manager.Messed around for hours and got the drivers for the Ati radeon x1200 etc off the mobo cd eventually, which leaves me with just one yellow exclamation mark,'Other devices\Universal Serial Bus Controller'.
Also had to go on the 'net, naked,ie with NO antivirus/firewall etc,just to get where I am now,which is a LOT better,but leads to a 'help,I've got load of trojans post'......lol
So I'm running my new PC ,XP Pro, Service pack 2, with AVG Free 8.5.325Spybot,Malwarebytes anti malware,CCleaner and Hijack This.
So at the minute it's not looking too bad.Just the yellow 'Universal Serial Bus Controller'. How do I resolve this?Can't find the driver on the mobo installation CD.What will happen if I 'remove' it....as there's a bus controller at the bottom of the list in Device Manager?
..and if I'm on SP 2, why's it still only show 127 gb?(should be 320gb). Not too fussed really,as we'll never use all that,more curious really.
Great to be off that old junker,this one's pretty fast.Spybot etc takes 10 mins or so,before it was hour and half! lol
Oh,and when the Display driver loaded,rebooted, the screen resolution's gone smaller.It's all here,just small,and my eyes are 40 odd years old.How can I make it slightly bigger,the desktop icons,even this typing etc is smaller lol.

Was going to ask how I can check the PC temperatures etc as last time it nearly set on fire!!
....but my new motherboard (Foxconn A6VMX Series) seems to have a fancy tool,for gamers etc.You can check and adjust the temps,voltage,frequency and fan speed..ooh! Don't think I'll be messing with that,I'll just keep an eye on the temp.
My temperatures etc look ok to you guys?

The 127GB limit was pre SP1. If the kids reinstalled XP pre SP1 then there is nothing you can do but reinstall or use the remaining space as a new partition.
Under Disk Management you should see "Unallocated Space" which you can "Format" into a new partition.
Right click My Computer then click Manage then Disk Management and then right click the unallocated space.
As to the screen resolution right click the Desktop then choose Display and then Advanced and adjust the Screen Resolution.
