I have been offered a newkt vuilt computer but it comes without operating system is there any way I can check its all working. New to this idea always bought with operating system installed

Any computer has a BIOS: Basic In Out System.
Most use the DELETE key to access the BIOS Setup.
In the BIOS Setup you can verify that all the hardware is or is not working.
If then you want to try a free OS try ubuntu

thanks for your help (apologide for spelling errors hand is not working well today)
Do you think I could try a boot disk of some type as I want to buy comlete with 19 inch monitor and would like to know both are ok. As I am elderly ~~I cant afford to waste any money

The BIOS Setup should prove all the hardware is working.
After power on you should see a note on the bottom of the screen e.g. "Press Delete for Setup"
Press Delete. Here you can browse all the basic hardware.
As to an OS ubuntu is a boot disk but you will need to create it on another working computer with a CD burner.
Then set the BIOS boot menu to boot the CD drive prior to the hard drive.
