upgrading my graphics card
i was wondering if anyone could help me decide on a new graphics card to purchase. maybe somthing by nVidea or ATI.
i need a new one to play some new games like command and conquer 3, roller coaster tycoon 3 etc.

What brand and model is the computer? That's the best way to tell as those stats only refer to software and drivers. Then I will be able to go to the manufacturer's website and tell you what's compatible, then I can look for a good one for you. Of course, I will need to know your budget.

The cream of the crop around that price range is the 8600GTS. For about $50 more (which is more than your budget), you can get the 8800GTS, which does show improvements over the 8600GTS and will last you a couple of years). However, if you want a budget card (video card that has much bang for its buck without breaking the wallet) is the 7600GS, priced at $100.
Either way, any card will definately be an improvement over integrated graphics. Just make sure you have a PCI-Express slot, which im sure a Dell Dimension 5000 has. However, I must warn you. Your video card will be bottlenecked by your RAM. I'd suggest you double it (to 1gb, from 512mb) for a smoother gaming experience.
[edit] I forgot to mention, but a minimum of 350 watts from your PSU is recommended.

I personaly would choose ATI over Nvidia,
A good choice for budget gamers is the x1650 pro, retails for around £85+vat on microdirect.com.
Has pixel shader 3 and is vista capable. will also last a good while with good Frame rates.
I do agree the a new psu would be a good idea as todays cards love there juice and a ram upgrade is essential for max performance.
