    Need Help, Can't Power Up!!

I have an ECS Elitegroup motherboard which uses a Pentium D 915 CPU. This is for my e-machine. I had to change the motherboard from an old one I had. My problem is that I installed all the components and I cannot power up. I get maybe a flicker of power which lasts half a second. I double and triple checked to make sure the components are put in correctly. How do I know if it is a problem with my switch, motherboard or power supply? I followed the installation instructions on the manual. Please advise as to what I may be overlooking, because I've been at it for almost two hours trying to figure it out. I am planning to install Windows XP Home use OS.

TRIPLE QUADROUBPLE CHECK the Power switch button. I could have sworn and EVEN POSTED a problem with another board and it ended up being I had the power switch on the wrong contacts on the mobo. Not saying you made this mistake but hey ANYTTHING is possible! What board? What Processor? What PSU? What RAM?
