ok currently have new motherboard in the tower and all the usb, led, and power wires plugged to the pins. is it ok just to power the computer up for even less then a minute without the following

1.memory
2.CPU
3. hard drive
?

I don't see why not although I also don't see why you would want to.

Without the CPU nothing will happen but your LED's will probably come on.

In general installing the CPU | RAM | Graphics Card are the first steps.

Some (but not all) CPU coolers need to be installed from the back side of the board.

It is really best to follow the manual for the board.

well i have alot of free time, and im having alot of fun building this computer i just like looking at my front case light and led blue case fan, i like to think im making progress.

It should be OK then.
