I got a bunch of parts from Newegg for a completely new computer. (mine is like 7 years old so anything would be twice as good) My firend built his from the same site, so he helped me put it together. But when we put it all together and pressed to power button, it flashed on for a quick moment, then nothing. The instructions for the pins for the power switch reset switch etc.. were pretty bad. So we either fried the board with that somehow, or the board was bad. So I sent the MB back for a replacement. I just got the new one today. The instructions were different and way better in this one. But, it did the same thing again. So I took out the mother board and put it on the foam thing it was sitting on in the bag. Then unhooked everything but the power and the cards. I shorted the pins for the power switch and it still only does the quarter spin of the CPU fan and then nothing. I'm pretty confused. Any help would be great.

Hmmm, so it's getting power (and earth) but not starting. Do you have a 5-volt connector as well as a 12-volt connector? Sounds to me like one of these is connected OK but not the other. Are you mounting the motherboard on the proper screw posts, not just screwing it straight to the mounting plate in the case?

Nah. They were all connected. I took the board to the computer club at my college and they messed with it for a while and was as stumped as I was. They thought it might be the power supply so they tested it and it seemed fine. But just incase they decided to use a different one. Well that one blew up one of the chips on the board when we powered up sooo... Basicly it's a cheap board and I am getting one form a different company. Thanks for the help anyway.
