just a random question

i notice on any laptop charger just before the jack end you have the bulky bit, whats inside that bulky bit, whats it for

Note sure what part you mean. If the part you mean is part of the jack, then it is just the area where the wires are soldered to the jack connections and the bulky part is used to protect the solder connections, add strength to the solder connections, and to give your fingers something to grip on to. If the bulky part looks like a separate component as seen here, it is a ferrite choke or bead used primarily to suppress noise.
