What is the Best way to generate Back links?

As far as I know followings are the best way to get backlinks for your website.
A. Social bookmarkings.
B. Directory submissions.
C. Forums posting.
D. Articles submissions.
E. Blog commenting.

Mentioning backlinks has reminded me to ask this:-

Does anyone know the answer to this? I saw some spam on a blog a while back, and it caught my eye because the keyword tag on the spam URL mentioned my town. I couldn't resist following the URL, and the spammer turned out to be someone I knew from school. Being naturally curious, I asked Google about "link:HisSpamUrl", to see if he was building up the massive backlinks he seemed to be looking for. There were no backlinks at all from the blog in question. I went back to look at a pageview of the blog pages, and there was his backlink embedded without any no-follow tag. I couldn't resist emailing him to say that his spamming was all in vain. He replied that Google was indeed indexing his backlinks and contributing to his site's pagerank, but that Google was "picky" about the links it revealed on a backlink search. He said that there were other secret ways to see the real backlinks, which he couldn't reveal. I am consumed with curiousity to know whether he was telling the truth, or whether he was bluffing. Can you help? Please!

There are quite a few different ways to generate backlinks.

Top Way, Have good content that people will want to link to.

Now, you probably wont have a lot of BLs quickly unless to do some viral marketing, so the next best things are these:

-Write articles, and submit them to the 100s of article submission websites. These will generate 100's of BLs for you within a few months.

-Buy them, you can buy sitewide textlinks and use the anchor of your choice. This is a more short term solution, but it can give you the extra push for specific keywords.

-Links Exchanges, You can pay or take advantage of free link exchange programs. I would stick to relevant links here though, there really isnt any use to link to a pharma site when your site is about webhosting, etc.

-Contact Webmasters, you can send out e-mails to webmasters that have related sites to yours. This will create relevant links for both of your sites and help increase your SEPRs for specific keywords.

I hope this give you some ideas, be creative and try to come up with unique linking ideas.

The problem that I have found is that many more people want to steal your content than to link to it. Does anybody have a good answer to that?
