The first easy try is to click start then Run... and type:
regsvr32 urlmon.dll

Did you run through all the variations that were on the Microsoft page?
Prefix all with regsvr32RESOLUTION
To resolve this problem in Internet Explorer, follow these steps: 1. Quit all programs that are running.
2. Click Start, and then click Run.
3. Type regsvr32 urlmon.dll and then click OK.
4. When you receive the "DllRegisterServer in urlmon.dll succeeded" message, click OK.
If this does not resolve the problem, repeat steps 2 through 4 for each of the following files (in step 3, replace Urlmon.dll with each of the file names below):
• Shdocvw.dll
• Actxprxy.dll
• Oleaut32.dll
• Mshtml.dll
• Browseui.dll
• Shell32.dll
Jephree, I did everything that you told me to do, and they all came up with ok to each of the steps. But still I cannot access a web-site from my email sites. This has only just happened in the last 2 or 3 days?

You could try a System Restore to a point prior to your problem.
start > All Programs > Accessories > System Tools > System Restore
...
Here are a couple of more ideas:

Disable this setting in Internet Explorer:
Tools->Internet Options -> Advanced -> Browsing -> Enable third party browser extensions.

Re-register Internet Explorer as the default browser.
Start Internet Explorer
Select the Tools->Internet Options menu
Select the [Programs] tab
Look for a checkbox labelled "Internet Explorer should check to see whether it is the default browser"
If this checkbox is not ticked, then this is the cause of the problem, so tick it!
Click OK
Close Internet Explorer
Re-open Internet Explorer
Close Outlook Express
Re-open Outlook Express

You have solved the problem for me , thank you so much.
You see a couple of days ago I changed from Firefox back to Internet Explorer!
So your suggestion to re-register Internet Explorer worked.
