    Have you recently installed SP 3? What version of IE did you have on your computer when you installed SP 3? Did you get IE 8 from microsoft's website?

    Thank you for your attention. Taking your input as two questions,here are my findings:
    Q1. DAP is ticked against (turn on DAP for all programs and services except those I select) Internet Explorer. Not ticked (run a DLL as an app)
    Q2. Internet Explorer does not run up far enough for me to click TOOLS

    I installed SP3 when it was issued on the Automatic Update. I did have IE 7 when it was installed. I installed IE 8 from tha Microsoft website, and have just removed it.

    It starts to run up and then it is stopped with the DAP message.

    Did you restart computer after making DEP exception for IE?
    If so...
    Why don't you turn DEP off altogether, and see how it goes?

    What security programs (AV, firewall) do you have?

    Have you tried running DEP for essential programs and services only? You should be able to access IE's configuration options through control panel without running IE. Control panel --> internet options.

    Why don't you try re-installing it through the direct download of either 7 or 8. I would start with 7.

    It is not apparent how to turn off DEP altogether.
    My security system is TREND
    The Internet Options has disappeared from Control Panel
