    OK. We might be entering the streams of tedium but:

    Do you have another account on this computer?

    If so try it.

    If not create it.

    There is also always a built-in admin account which should be flawless as it is hidden unless a user knows about it. Are you familiar with this account?

    Also what exactly is your OS?

    Created the new account. Still have the problem.

    Using XP.

    I am not familiar with the built-in admin account.

    The XP Home "built-in" account is only accessible via Safe mode.

    Safe Mode
    --------------------------------------------------
    Can you get into Safe Mode?

    Try using this account to enter: Safe Mode with Networking.

    This should allow internet access from the "built-in" account.

    See if the issue persists here.

    Save 20% on AVG Internet Security 2012 Suite!
    That suggest your other user accounts are corrupted.

    I would use this "built-in" account to create a new Admin account.

    Then go back into "normal mode".

    Afterwards delete your old accounts.

    This "built-in" account is "virgin" and should not be used beyond repair as we are now.

    That is why it is hidden from most users.
