Connection problem

    Connection problem

After rebooting (for an issue unrelated to the internet; reinstalling mp3 player drivers) a few weeks ago, my internet connection seemingly died. When I opened my browser (I typically use Firefox, but I tried IE as well.), all I got was it saying "waiting for www.whatever.com..." for a few minutes until it eventually timed out. I checked with my ISP and the account is paid and not under any limitations or suspensions. What makes this particularly confusing for me is that while waiting endlessly on hold for my ISP, I tried doing a few different things. I tried installing a network card, rather than using the motherboard directly, with the same results. At the time, I was able to get a limited connection (I could upload, but not download.) for my torrent program (utorrent) and a connection for my messaging program (Trillian), however I cannot connect to either now.

My ISP told me that they were aware of some connection problem outside my apartment and that they would send someone down. When he came and checked what he could, he eventually determined that it is my computer, even bringing in his laptop, connecting it to the same cable I was using and not having any problems.

This is way beyond me. Anyone have any ideas?

    Thanks in advance.

What OS are you using and is there a router/firewall being used? 9 times out of 10 when ever i see a "limited/no connectivity" issue, it has to do with the Firewall or the winsock config on the PC.

This computer has Windows XP Home. I'm not using a router, and I disabled my firewall when I started having problems.
