Outlook Express?
The Addresses are all in the .wab file.
You can search for it and delete it if you have nothing to save. It will be recreated anew on next start.

There isn't a way to automatically weed out unwanted entries from the
Windows Address Book. It might be easier to export the address book as a
comma-separated values file, then edit (remove) the entries in Notepad (or
Excel). This file could be used to import the new list into the address book
after clearing the entries. Keep a copy of the original exported file safe
(as a backup) and work from a copy. It's probably easier to just delete the
unwanted entries from address book.
To overcome this (auto-fill) issue I use an HTML file with mailto links. An
added attraction is it can be nicely indexed, too.

Uh-oh... is Microsoft Outlook the same as Outlook Express? MO seems to be the program that handles our emails.
No. They are completely different creatures. Outlook is part of Office whereas Outlook Express is part of all Windows Operating Systems.
A .pab file contains Personal Address Book for Outlook. A .wab file is the address book for Outlook Express.

There is a simple answer after all, I highlight the name I want deleted and then hit the delete key.
It only took me fifty attempts before I remembered that there are two delete keys on this Apple keyboard, but once I cottoned on to using the correct delete key I was flying.
