I have had the same problem with win98se & a wireless internet connection, with the exact same error message you are receiving. I think/hope I have rectified the problem. I went to add/remove programs, highlighted Internet Explorer clicked on the remove button & in the next window which came up I put the spot in "repair" (not remove). It repaired IE, then rebooted & now the error message has gone. I have tried several times closing the computer down & starting it up again. Each time I am able to get to websites with 100% success.
