I had charter 3mb cable highspeed internet and it was cheap like 20 a month but now they've raised the price and it's nearly 60 a month. I found an att yahoo high speed internet that is 6mb but I'm not sure if it's dsl, and it's only 27.99 a month for a year.
Which is better DSL or cable?

If you go for the high end package of most ISP's the difference will be in your price not in your service in general.
Most residential service in the US now has the premium level at 6MB. Both DSL and Cable.
I have used both where I live: Comcast (Cable) and Bellsouth (DSL).
At the initial setup you can get deals for the first few months or what have you plus some deals that offer free modems etc. You can usually get your modem free if you agree to at least 6 months service.
The price for either in my area is the same (after any initial bonus offers) @ $50US per month for the max 6MB speed.
You can also consider the infrastructure of your area. In my case (island) we lose the cable signal quite often where as I've never lost my phone line. In this case satellite providers might be an alternative but I have not explored that yet.

and as it is now I pay 55.95 for 3mb down and 256k up just horrible upload speed.
The dsl offers one year for 27.99 and 6mb up and 608kb down.
but I think the dsl requires a dish install which may cost extra, I'm not sure yet.

The problem with that is is it as fast as cable? I dont' have a home phone only a cell phone.
Will this matter?
From my experience residential high end service 6MB is equally fast with either DSL or Cable.

I just spoke with someone about it and it's $27.99 a month for 6mb down and 608k up and you have to have a phone line which is $15 or so a month.
You pay for the modem either wired ($50.00) or wireless (80.00) but you get a $50 rebate on both of them, and you have to pay a one time fee of $39.90 for installation.
All together it'll be about $140.00 when all is said and done and the monthly bill will be about $45 - $50 a month.
It's slightly cheaper than what I pay now but I didn't pay 100 somethin the first month it was more like 40.
That is very similar to how I started and continue with BellSouth Extreme DSL which is the same up and down as you post.
The modem rebate is fairly standard with both cable and DSL.
My local land line as well is @ $15. Just don't let them talk you into all the extras which they will try to do. They don't appear to understand NO until you become more adamant then they.![]()
In my opinion all of the premium (6MB) ISP's will be very similar in price over the long run.![]()
