Hi, I'm a troubleshooting newbie so please bear with me.
My husband has a Dell desktop which is running Windows XP. His internet is accessed through AOL broadband but he also has IE (except AOL has to be running on order for IE to work).
He just got the computer last spring and for the past month it stopped accessing certain pages. We can't access what I'm guessing are https sites, like bank and credit card accounts, my payroll and training pages, yahoo email, my Geocities account, shopping carts, not even Windows Update. (I'm here through my laptop which hopefully won't develop the same quirk.) These pages won't load in either AOL or IE.
Unfortunately, this means I can't access the shopping cart to his Norton Antivirus upgrade either and Norton will no longer load anymore upon logging into our XP screens. We get an error message that we have to click Cancel on, and then for every minute after that we receive a Symantec warning that coninues to reopen. Even if you don't close it, you get another a minute later anyway. I once forgot to log off of my screen and when I realized my error, I had nearly 100 windows to close!
We only have about a week left to download the upgrade or we're out the money, but I don't know what to do or what information you need to help me.
I've already done what little I know:
Security settings in IE set to medium
Deleted cookies and temp internet files
Ran disk cleanup and defrag
Ran Adaware - found nothing
Can't run antivirus scan
Can't run Windows Update
Tried to dump *.tmp files but the folder is loaded down with hundreds of AOL/spool files that it says cannot be deleted???
Please help me, hubby is driving me crazy!

Thanks Spud, I've looked over that entire discussion and tried a few things but the only thing I've managed to accomplish is to give myself a massive headache. That's like reading a foreign language over there; I don't even understand what they're saying!
I tried the enable 3rd party extentions thing (what the heck is an extention, let alone a 3rd party one?) and nothing. I did manage to download AVG and ran that to see if there's a virus causing this but it came up clean. But then again, the system won't allow any updates, so it's a pretty old and outdated build. Norton Antivirus will not load at all; it says the auto-protect driver won't load. Maybe this has something to do with it? I found the Windows Security area and have Firewall shut off, but the detector side of the window says it's still on.
AOL start up screen says a firewall is detected but I don't see a way to shut it off. I thought of upgrading AOL from 9.0 Security edition to 9.0 Optimized (which is on my laptop here) but - no updates go through. I can't do any Windows or IE updates for the same reason.
Hubby is getting anxious because it's time to start doing taxes and neither Quickbooks nor Turbotax will upgrade. Surprise, surprise...not.
Any ideas?

This is worth a try (can't hurt):
Go to start/run and enter (copy/paste) each of these lines one at a time and OK.
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll
You should be told line by line that the DllRegister Service succeeded.

Just an idea if none of the above works give this a try
look for the HOSTS file & rename HOSTS.old NOTE there is a dot before old
then you may not need to but do a reboot see if that helps.
