That error means that you are not connected to the internet.
    Please answer the following questions:
How do you connect to the internet? Direct connection or LAN.

Do you have dial-up, DSL, cable, or another service? Is AOL your ISP?

At the times when this appears, does it appear for all websites or just some? If it appears for all, you are not connected to the internet, if it is just some, then those websites are probably incorrect.

I understand that you are unable to browse websites using Internet
Explorer. The system displays the following error message:

    res://C:\WINDOWS\SYSTEM\SHDOCL*C.DLL/dnserror.htm

Please try these steps and check if the issue is resolved:

    1. Click on start -> Run -> type "regsvr32.exe /i shdocvw.dll" without the
    quotes.
    2. You should see a dialog box.
    3. Press OK then reboot the system.

If the issue is not resolved, Go to Start -> Run and type in the following
    command.

    1. Regsvr32.exe /i shdoc401.dll

    Next enter this command

    2. Regsvr32.exe shdoclc.dll
    3. Reboot the system.

Please let us know whether the error is displayed while you open internet
explorer when you are not connected to your ISP or it is displayed all the
    times.
