hI guys , i am ready to spit acid!! .
can anyone shed some light on the following problem i have please?.

about a month ago every time i try to download anything from the net i get the above message HTTP 403 FORBIDDEN - INTERNET EXPLORER ( you are not permitted to see this page ...or something like that). I have checked my internet settings , checked my firewall settings, ran virus & spyware checks and nothing seems to help. I disabled the info bar that appears when you try to d/l active x etc. could this be a cause??.

I am really frustrated with my p.c. at the moment and i just don't know what else to do.
So if anyone out there could help me i would be very grateful
