    ok that is all anti virus.

    so you have xp sp1? pro or home?

    I will post the following quote. I know it's alot to digest but it may have the key:

    Go to IE/Tools/Internet Options/Advanced/Uncheck Enable third-party browser
    extentions.

    If you using any third party download manager, disable or uninstall. If you
    are using a Firewall program, check the settings. (Tiny is known for this).
    If you using an "Ad" filter program disable it and see if downloads work.

    Windows Explorer/Tools/Folder Options/File Types/[File Type in
    Question]/Advanced. Put a check in the box that reads: Confirm open after
    download.

    Clean/clear out your Temp/TIF/cache files.
    Temp Files: IE/Tools/Internet Options/Delete Temporary Internet Files
    Temp Files: C:\Documents and Settings\<username>\Local Settings\Temp

    Start/Run/CMD. Type this command: REGSVR32 URLMON.DLL. Ok/Reboot. Then go
    to: IE/Tools/Internet Options/Programs/Reset Web Settings.

    Internet Explorer/Tools/Internet Options/Connections Tab Click on LAN
    Settings/Uncheck the Automatically detect settings Make sure no other
    settings on this screen are enabled.

    Go to Tools/Internet Options/Connections/Lan Settings in IE6 and you
    will have a checkmark under "Proxy Server" if you are using one.

    I have XP professional
    And I believe I followed all of the steps and it still does not work- should I restart my computer?

    Service pack 1 or no service pack?

    rt click My Computer then click properties. It will tell you there if you have any service pack.

    Start/Run/CMD. Type this command: REGSVR32 URLMON.DLL. Ok/Reboot. Then go
    to: IE/Tools/Internet Options/Programs/Reset Web Settings.

    Did you reboot at the above?

    Ok i redid the command and rebooted and did the rest of the steps- no i do not have a service pack.
    I still cannot download.

    can you download from windows update?

    dont know if it is part of the problem but you should have at least service pack 1 if not 2.

    start > all programs > windows update

    Well I have done everything now- i just updated from windows and i thought i updated to service pack 2 but nothing seems any different. I am getting extremely discouraged, but any more advice would be great! Thanks!

    what shows up via my computer/ properties?

    so you were able to download from windows update?

    do you have any type of XP disK? recovery or?

    if not you can try to repair IE from this:

    How to reinstall or repair Internet Explorer and Outlook Express in Windows XP

    check the setting from Bear above but I think that is covered in Default

    what is the gateway solo # of your laptop?

    A hijackthis log would clear up the issue.
