I have my cookies set on the lowest setting (accept all cookies)
but whenever i restart my computer i always have to login to sites which use cookies again.
Its so annoying!!

Im not sure if this helps, but there is an option in TOOLS>INTERNET OPTIONS, ADVANCED tab, then scroll down to 'SECURITY', that says 'Delete all temp internet files when browser is closed'. If this is ticked, it does as it says, however im not 100% sure that it clears the cookies as well. worth (un)checking to see.

Also when you login make sure you click a box that says remember me (if there is one).

its unchecked, i checked it but thats not helping, thanks anyway though.

Also i have a problem with my homepage, I can change it but whenever i restart my computer its goes back to the old one like it wont save or something, maybe the 2 problems are related?

no, thats not the problem, autocomplete works but it only saves them for about a week?????
