I have a HP a320n computer running XP Home edition software that the CPU fan cycles on and off quite frequently. This occurs even if the computer is not being used.
Any suggestions on how to fix?

You mean when it is sitting there idle, or when it is turned off?This occurs even if the computer is not being used.
Have you opened the side panel and cleaned the interior of heat trapping dust? (Unplug from wall and touch bare metal of case interior to discharge any static in your body before reaching in).
I had previously made sure that the computer was clean inside.
After reading your response, I decided to take another look.
I moved the wires going to the CPU fan around to be sure none of them were loose. None of the wires going to the CPU fan seemed to be loose. I closed the computer case and turned the computer on and everything works fine.
Sometimes a good shaking fixes things.

Hopefully it stays fixed. Note I generally recommend opening the case and inspecting monthly, then clean as necessary.
