The problem with standoffs is cases are designed to support 1000s of motherboards. This means there can be and often are mounting holes in the case where there are no corresponding mounting holes in the motherboard. So, if you put a standoff in the case where there is no matching hole in the motherboard, that standoff may be shorting out circuits in the board. Not good. This is why I said to remove all the parts out of the case and ensure, beyond any doubt, that you ONLY have standoffs where there is a corresponding hole in the board. If you are not sure - pull the motherboard and verify.
"Glue?" There is thermal interface "adhesive" that is used not only as a TIM, but also to "glue" the heatsink to the device. You do NOT use thermal interface adhesive on CPUs. So did you use glue, or did you use regular TIM?i used artic silver glue

You still need to verify no extra standoffs or any other foreign object is under the board. Then I would pull all but one stick of RAM and have attached nothing but your monitor, keyboard and mouse - no drives. Then boot. It should make it past the graphics splash screen and through POST then stop when it cannot find a boot disk.
