In general on a modern board it should be at least 333 if not 400.
333 x 8 = 2.6
400 x 8 = 3.2
If this is the issue then it is a motherboard fault.
I managed to get it to 3.3 ghz by changing the multiplier and fsb slightly.. still not really sure what i'm doing but it crashes when I change it to 333fsb and 8x multiplier on boot up
