    I found a couple of things to investigate. First are you trying to plug the device into a USB port that is built into the motherboard or are you trying to use a port that is connected to the motherboard such as a port on the front or top of the case? If you are trying one connected to the motherboard please try one built into the motherboard. If you are trying to use a port connect to the board it could be that it connected to the board wrong. Check your manual or how it should be connected. Second have you tried any other devices other than that USB drive? Does the USB drive do the same thing to any other computer? Since you reinstalled windows I think it is fair to rule out an OS issue.

    As for your capacitor I don't know what that means for your computer. I don't know if that (combined with the USB problem) is an indication that it is going bad or not. I don't know what will happen if that goes out but if I were you I'd plan for the worse by keeping your data backed up and budgeting for a new computer. Perhaps someone with more knowledge will come along and make a comment.

    My computer monitor turns shows microsoft logo and then goes to a blank screen and does not go to start up any thing to check for ?

    Good news. Problem is solved. PSU proved to be on the way out (after just two years). I replaced it with a known good one and lo and behold, problem vanished.
