Power Problem i think

i get a message when i start my laptop recently.
"the ac power adaptor type cannot be determined this will prevent optimal system performance"
I only use the laptop mostly for the internet while i am travelling it is old enough. Its a Dell with intel pentium m 1.4 ghz/600mhz. its current Cpu speed is only 600mhz (how do i make it run at 1.4?) system memory 512mb@266mhz. My battery has stoped charging also.
I am pretty useless with computers. i Know it was running at 1.4 recently aswell but it just changed to 600mhz and i use the comp. to play some games and these are running too slow now, they were slow before but now unplayable. I am assuming that the change in Mhz has made the games run slower and that this may have been caused by the power problem?

I have an old laptop. It has a pentium M processor 1400mhz. It is only running at 600mhz. Can anyone help me get back to at least 1.4ghz. I know it was running at this speed recently but don't know what has caused the cpu to slow down.
I am not very good with computers so can you please explain in easy steps how i might fix this or any other info you may need.
I have a faulty Ac adaptor that doesnt charge the battery and says the compt can not work at optimal performance. Put nobody seems to have cpu issues that have the ac adaptor issue from my reading of other forums.
