Are you choosing Quick or Full format?

Whichever you are trying try the other.

If the problem persists try formatting outside of Windows with GParted.

    Try GParted.

Then skip the XP format step.

    GParted is an ISO.

Did you burn it as an ISO?

Also it is a boot disk.

It will load before any OS if your BIOS is set to boot the CD prior to the HDD.

    still not,

If i deleted all partitions and restarted my computer and boots from cd it says "Disk Boot failure, Insert System Disk and Press Enter"
But if i created a partition and restarted it and boots from cd it says "Error loading operating system"

    My suggestion is:

Create and format your hard drive as one NTFS partition using GParted.

Then reboot with the XP CD and go to a Clean Install of XP.

As the disk is already partitioned and formated this should not be an issue for the XP CD.

They are many other possible issues but the above are the basics.

If you are installing to a SATA drive you will need SATA drivers on a floppy etc.

If you are overwriting an OEM installation of XP you might need to totally wipe the drive first.

    Anyway hope this is helping.
