Have an HP laptop with a P4 that when I start up, it runs but the screen does nothing. Like it is dead... what can I do?

I have a Dell laptop that after awhile sometimes the touchpad messed up. When I touch it to move the mouse, the icon will JUMP across the screen. I can only manuever it within the little box of the touchpad bc when I lift my finger it jumps again.

Is there a fix for this? Does the touchpad need to be replaced? How difficult is that? ???
