Is E drive separate, slave drive?
Is Windows installed on C?
Did you just installed drive E, or it had that problem from the start?
Some more info is needed.

Was that partition there when you bought our computer or did you put it there? Does it have your personal files or there or did the manufacturer put them there? If it was already there then they are recovery files to reinstall windows and you should mess with them. Did you try to take ownership of the files? Like broni said more info is needed.

So let me get this correct these are your files and not files the manufacturer put there? If you will need to take ownership of all the folders. From computer right click on the drive letter for the partition and select properties --> security --> advanced --> owner --> edit. If you are not running as an administrator you will have to provide the password of an administrator account. If you have UAC enabled but you are an administrator you will just have to confirm yourself by clicking ok. Under "change owner to" select the user name of who you want to give ownership to, check "replace owner on subcontainers and objects" and it should make the user the owner of every file that isn't system related. You will need to close all the windows and then open back up the properties menu and then change the access permissions. After that you should be able to delete the files.

when i try this a windows security box pops up unable to set new owner on data (e)
the drive cannot find the sector requested

Hmm, UAC might be putting a block on it. Why don't you try disabling UAC, reboot, and then try again. You must reboot for UAC to be totally disabled. If that doesn't work the only other thing I can think of would be to reformat the partition. If it still didn't work you might have gotten that error because something is wrong with the file system (which a reformat should fix) or a hard drive error. Have you had any read/write errors? A little balloon with a "!" would pop up in your notification area warning you of a write failure or something like that.
Why don't you look under the event viewer for any errors indicated by a "X". Please report back with the most commonly recorded entries if any. Look under windows logs --> system.
