the only error i get at start up is en-us has stopped working problem with cd drive acoustic silencer i have updated that now also i disabled uac but i still cant delete anything

went to format the e drive windows could not do it when i clicked properties it says the drive is full and when you go to use it it says format to use also tried a system restore and that did not sort it
i went in to computer management it says it is a healthy primary partition drive but the file system is raw how can i get this back to ntfs

Yes, and all you can do is to try to recover data.
