Is there a device that you can plug into your computer that transmits an FM radio signal that doesn't require a car?

A car? Perhaps you need to explain what you mean, or want to do. You don't need a car to transmit, or receive FM signals.

Never mind about the car, it's just that all the transmitters I've seen come in a car. Do you know of one that I could use on a desk plugged into my laptop?
