    Do you have the latest drivers for your graphics card?

    What DVD software are you using?

    XP does not natively support DVD playback.

    As jephree mentioned you could try installing the latest drivers. I also found a link which sounds similar to yours. There is a Microsoft tool called the "Microsoft Windows XP Video Decoder Checkup Utility"...
    The Windows XP Video Decoder Checkup Utility helps you determine if an MPEG-2 video decoder (also called a DVD decoder) is installed on your Windows XP computer and whether or not the decoder is compatible with Windows Media Player 10 and Windows XP Media Center Edition.
    It will see if you have a compatible video decoder

    the only thing that has a green check mark is the intervideo video decoder and everything else has a red X

    Try clicking on the green ticked one and click "Set as Preferred". Try and see if it works.

    Also have you tried downloading the codecs?
