The power supply is apparently fine, and the CPU was ruled out to not be an issue when I called intel customer support, How do find,use/recognize an on board jumper? would that be the power/reset button on my mobo?

I downloaded your manual but it will not allow copy/paste.
Look to section 2.6 Jumper
Section 2 page 27 in what I downloaded.

Section 2.1 of the manual shows voltage LEDs.
Have you checked these?
Also are you using a PS/2 port keyboard?

USB, it required no drivers when i had built the computer
all LED's are green other than the HD_LED which is orange. another thing i noticed, not sure of any significance, is the fan on my video card is spinning for a bit then stopping spinning and stopping, i think it might just have to due with failure of the system to start anything.

Try reseating the card. Is it in the top slot? Are the power leads properly connected?
Are you still getting the exact same error/stop point?
Try booting without the keyboard or use a PS/2 adapter if you have one.
Also remove everything else. Hard drives; DVD drives; everything save the CPU; PSU; RAM; Graphics card.

yes everything is connected to the card i'll try the stripped down start now, and no i dont have a PS/2 keyboard

Just another thought: boot it with No RAM and see if there is a difference.
