When i turn the cpu on everything starts up except the fan.
Everything starts up except for the fan and nothing comes on the screen. The power supply is running along with all the drives. Whats wrong?

What fan do we speak of?
The Power Supply has a fan as well as the CPU as well as the case most likely.
Is this a new problem? Is this a new computer?
Does the screen go on even briefly? Do you get a 'NO SIGNAL INPUT' message? Or absolutely nothing?

it is not a new computer it is an hp pavilion. it has a fan mounted on the mother board annd thats the one at doesnt come on. the power supply fan comes on.

Verify the plug is connected well to the motherboard.
If so and nothing the next step would be replace the fan.
That is the CPU fan/heatsink. You will need to find a replacement that matches your CPU socket type.
If you don't know that check the manual or post the exact Pavilion model and we can look it up.

All that being said depending on what transpired previously the CPU might have burnt out with no fan running. In this case you would need to replace the CPU or else seriously consider a new computer which might be the cheaper and more progressive alternative.
