I need to use System Restore but I can’t access it. I think System Administrator settings need to be fixed, but I can’t even open User Accounts window from Control Panel anymore. I was administrator but now I don't have access to system restore?

Boot into safe mode and see if that works.

Thanks but too late now-I have reinstalled Windows XP. So now it's like starting all over--again.
