hi... try this... some of the VGA cards have curroded plate.. of maybe your vga card was not properly attached to the vga slots...
-> try to pull-out and clean your vga card and by rubbing an erazer on its plate (copper portion) and install it again..

a rane, sorry but the description of your problem is hard to understand when run together in a single sentence - your problem can be interpreted in a couple ways, and following the wrong path may result in unnecessary actions - any of which introduce the potential to cause further damage - and we certainly do not want that.
The above can be read two ways:when i start cpu i can not get display key board num lock, caps locks, scroll locks light on when i start pc(1) When I start my PC, I cannot get a display, and the keyboard num lock, caps lock, and scroll lock LEDs do NOT light.So, when you start your computer, nothing appears on the monitor. But then what happens? Do the 3 keyboard LEDs light up? Do they stay on (or off)?

(2) When I start my PC, I cannot get a display, and all of the keyboard LEDs do light.
In either case, I think it is something other than the graphics card because there is something going on (or not happening) to cause the keyboard LEDs to turn on (or not turn on) in an odd manner.
What cannot blink?
When did this problem start? Do you hear any beeps? Do you hear the fans and drive motors spin up? Have there been any recent hardware or driver changes?
Tell us about your computer - brand and model number of the PC, or motherboard brand and model, if self-built.

I think what he's saying is his PC is failing the POST. ie the keyboard is not lighting up as you'd expect.
As was mentioned your PC will give a series of beeps (so long as the internal speaker is connected) if you tell us what the sequence is ie short, long, long etc and the make of your BIOS, Pheonix or whatever, I'm sure someone can give you a pointer.
Failing that, which is the best solution, then ensure all your leads are fastened (internal not external ones) all your cards are seated and RAM chips are located securely.
Have you added any other Hardware lately that may be stressing your PSU?

I think for now, all we can do is wait and see if the OP comes back with more information - other than that, I think we have covered, and now recovered, all that can be suggested.
