Not sure if hardware or software issue
I'll start off by saying hello and thanks for any help you guys can give me.
I have a Toshiba Satelite lap top and when I turn it on it acts like it wants to boot up and then a screen pops up that says "windows did not start correctly" blah blah blah. Then it gives me the option to start normally, last known configuration, or 3 different safe modes. No matter which one I chose they all try to start the computer and then the screen cuts off for a moment and then the "windows did not start correctly" screen pops back up. Any ideas would be appreciated.
Thanks

What is the exact model?
Toshiba Support - Model Selector
You need to find out what the Toshiba Recovery Options are.

Model # is L25-S1192
I checked that site (thanks for that) it says I need the recovery disc. I looked through my stuff and I dont have it. Am I screwed?

Where exactly do you see that? About the Recovery CD?
If a Recovery Disk is their method and you do not have yours' you can probably purchase another from Toshiba.

I went to that site and entered in my model# and the only recovery options it gave me was to use a recovery disc. Toshiba doesnt sell them but I found a place thats has them for $28. Think I should try it?

Sorry I cannot find what you found. Can you link to it?
Anyway if they say you need the CD that is what you need.
If you cannot get past the Safe Mode Options screen you need to either Repair or Reinstall XP which requires the CD if they have no Recovery Partition.

From one Toshiba page I see they advise creating the Recovery CD when you first get your laptop.
Meaning it is/was on a hidden partition but not accessible outside of Windows.
I would try to contact Toshiba. Here is a more general site:

I do not know the source of the other disk but it is best to have the manufacturers version plus you will need the drivers although you should be able to find them at the Toshiba site.
