    problem powering up my computer

well i upgraded my pc a while ago and ive had the problem ever since.
usualy it powers up perfect and runs without problem but if i turn it off it wont start for a couple of hours, i press the button but its completly dead. the green light on the motherboard is on but it just wont start. after a few hours it usualy starts tho. but now i havent been able to start if for 1,5 days. i really dont have any idea of whats causing it, there is also a whistling sound coming from the computer..
    any ideas?

A whistling noise? could this be your fan? overheating? CPU? Thermal compound? Maybe motherboard problem?
