Was your friend using an AGP card or onboard video before?

If onboard video, has it been disabled in the machines bios? (Some machines will automatically disable the onboard video display when it "senses" an add-in card. Some won't, and it must be manually disabled.)

yes he had an AGP card in there. but thats not the problem. the computer doesnt even turn on. like it acts as if theres no power

And if you remove the card then there is power?

It is possible it is an AGP 2X motherboard on which an AGP 4X or 8X/4X will not run.

If the PSU doesn't work then that is the first problem.

Re-seat the cord; verify the switch is on.
