If it's blowing it's working. But if the bearings are starting to fail, they can make a lot of racket. You need to open the case and see if you can pinpoint the source of the noise. With fans, you can simply touch the center hub and that will change the speed of rotation, and consequently pitch of the noise. For the fan(s) inside the power supply, you can usually tell by putting you ear to the back, once you have eliminated all the other fans.

Loud noises can also come from drive motors and if that's the case, you need to backup the drive immediately! Then shop for a new drive.

well, from my experiences, windows vista ultimate...well running it on a Pentium D (it has a slower front side bus speed) with only 2.80 GHz, is madness. You might wanna invest in a new CPU with a higher FSB speed. Hz dont really account for all the speed you see, you actually wanna look for the Front Side Bus. Thats how they get cha. but like digerati has stated, HDD's make loud noises, but what kind of noises are being produced?

This has absolutely nothing to do with the problem noted here, and sadly, is misinformed advice.

@Jake - while I am certain your intentions were good, interjecting your opinion without researching the issue, especially when it does not apply to the problem, is ill advised. With just a little bit of research, we can see the Intel supplied motherboard for this 5150c only supports FSBs up to 800MHz, as clearly shown on Dell's 5150c specifications page here. That's not even taking into consideration that it only specifies 533MHz RAM - which may affect the whole system, depending on the motherboard.

The Pentium D 820 2.8GHz, as seen here, is a 800MHz FSB CPU. There are slightly faster 800MHz CPUs out there but as you correctly noted, in this case, the CPU clock speed would make little difference - especially in light of the fact seywar has a plentiful supply of RAM. Therefore, in order to take advantage of a faster FSB, seywar would have to upgrade the motherboard. And since OEM versions of Windows Vista licenses are tied to the original PC maker's motherboard, a new Windows license would also need to be purchased! And if the new motherboard did not have on-board video, a new graphics card would have to be purchased too, which would likely require a bigger power supply than the little 275W supply that comes with this PC! This snowball effect could amount almost a whole new PC!!!

On top of that, if the current racket is not coming from the current CPU fan, then the excessive noise problem would still be there! Nothing solved and big bucks down the drain!

@seywar - While it is true Vista loves power, it is my experience that Vista runs just fine on a 2.8G Pentium D, as long as you have enough RAM and a decent graphics system. You have plenty of RAM. If you are using the on-board graphics, and you are not satisfied with the performance, a decent add-in card would be the smart choice to place your upgrade money. See Tom's Hardware Best Gaming Graphics Cards for the Money for ideas. That said, a new PSU would likely still be required, assuming you have the 275W as stated on Dell's specs page. However, if you are not a serious 3D animated gamer, then I suspect your current graphics solution is fine.

Back to the noise. If this noise is caused by the fans running full speed, as opposed to failing fan (or drive motor) bearings, then that may point to a heat issue. I recommend you download and install Everest to verify your temperatures. Look under Computer > Sensor, then wait a couple seconds for the readings to appear. I get nervous when CPU temps go above 60°C.

k, downloading Everist now will get back with the results.

You still need to poke your head inside to see if a fan is about to go - they are not very high-tech and do fail. While in there, make sure you don't have a big layer of heat trapping dust all over the place.

lol, its not like a normal fan its like a big box, and yes ive checked it about a dozen tomes tor dust or anything blocking it.
look at the image, at the front of the pc :
