does anyone know any tools that can be downloaded to help improve operating performance

We need more information - specifically, what is wrong with the current performance? Did it used to be better and it has gone downhill?

If your PC is running fine, and it is not infested with malware, then outside of overclocking, which I advise against, then generally you improve performance by upgrading hardware.

the issue is the computer has become increasing slow it takes longer to boot up and programs take longer to start have done a scan disk and a de fragment but it is still no better also i have done a disk clean up as well
