most machines make a little beep sound to say they've past Power On Self Test http://en.wikipedia.org/wiki/Power-on_self-test and all is OK before they boot, if no POST it could mean a motherboard failure or another fault

    but from your first post
i forgot to unscrew the graphics card and the card was moved
you may have damaged your motherboard

No clue what exactly i did but i reconnected all things on the motherboard a 2nd time except i got lazy and didnt plug in the ide drive controllers.
Then got bored and decided to try and boot up and guess what?, it booted . I then went to go plug in the Hd and cdrom and began installing Xp which im doing now.
I guess 2nd try is a charm right

Shoutout to Jephree and Brain Damage for the help.
