Ok, so I have the Biostar U8668-D v7.x. I found the info for it on the web, and didn't really see anything there about the RAM voltage. Maybe I am just not looking in the correct spot. I went to their website. Also, I don't know the manufacturer of the RAM, as it has been several years since I have bought these sticks. I know they are good, had them tested individually.

Ok, so an update for you guys.
Had a friend over this weekend, and we went on a major troubleshooting binge with this computer.
We replaced the PSU with a 350W, and there was no change. Just had the MB, CPU, and one RAM stick. Put the old CPU in the old MB, and it fired up, and posted with no problem. (Kinda went back to square one). However, the old CPU has some pins that are missing, so that was a shaky platform. Then we replaced the PSU, and the system started up again. Then we replaced the CPU, and it wouldn't start up. We believe the new CPU is bad, and aren't too sure about the new MB, because with the old CPU it wouldn't start up. So, I am off to purchase yet another CPU and probably new MB. Thank you for your assistance with this problem. This was the fastest help that I received with this problem.
