Please help, recently my screen has started turning white on startup. Occassionally after a while, the screen returns too normal and sometimes not. This becoming more frequent and has now started happening after screen has loaded up fine. Monitor is a Viewsonic VE175B.
Any help or advise would be much appreciated..please bear in mind I am PC novice.

Unfortunately this sounds like a failing monitor. There is a three year warranty.

You might try another monitor or you might try Safe Mode and see if the issue persists.

Try booting into Safe Mode options:

After the power-on and BIOS POST or your Logo screen repeatedly tap the F8 key or hold the Ctrl key before Windows starts.

Choose starting in Safe Mode with Networking. This will allow you to go on-line.

This will load only basic drivers so your Graphics card drivers will not load (just a basic Windows VGA).

This would test the integrity of your Graphics card drivers.

If the problem persists in Safe Mode then your monitor itself becomes more suspect.
