Strange Problem
I recently had to move house and as a consequence of this my computer was sat unplugged for a few days, when I came to set it back up I thought I'd take the oppurtunity to clean the fans out so removed them and spring cleaned them with some compressed air and also blew out obvious dust from the system.
However when I went to turn my computer back on I now get a real range of outcomes:
1)Eveything powers up (ie fans turning etc but then it turns itself back off)
2)Same as above but stays on without ever booting or anything being displayed on the screen.
3)Starting to boot but clocking off the RAM count on the initial boot screen very slowly before just crashing to a blank screen.
4)actually starting to load windows before crashing to a blank screen
5)even getting into windows and performing tasks before freezing or crashing to a blank screen.
All of these outcomes I can get without changing anything physically in the machine.Initially i thought a loose connection or some dust is causing a bad connection but after taking eveything apart (and i mean everything) and checking each component and connection for any obvious signs of damage im at a loss as it still continues to act in the same way. Any ideas?
Im running P4 on a GA-8KNXP board with a G of RAM

Have you really taken it all apart to the bare motherboard (including removing the CPU) and rebuilding from scratch?
If so then try to boot with only the basics: PSU; CPU; RAM: Graphics. (no drives).
Does this go thru the POST and continue running?
If so then add the Master HDD and try that. Does Windows boot?
If not you might add the CD drive and do a Clean Install of Windows.
Although this sounds like a hardware problem.

Yep completely rebuilt from scratch to no avail. Also tried just booting with just the bare bones to try and eliminate the problem device but I still get the same varied outcomes.
It does seem a hardware problem but its trying to work out which piece is causing the problem. Plus its strange to have such a range a symptoms everytme I press the on button.

My first suspect in regards to those multiple results would be the PSU.
I cannot imagine how just moving the computer would affect it but such varied symptoms would make it my first suspect.
Do you have another to try? You can also get an inexpensive tester as such:
