If you have any problems restarting after the uninstall try starting in Safe Mode which bypasses video drivers:

Try booting into Safe Mode by repeatedly tapping the F8 key after your BIOS POST but before Windows starts.

ooppss i installed catalyst 5.4 without downloading/installing those things...

do i have to unistall everything and start over?

At this level of troubleshooting you need to keep uninstalling | reinstalling until it works.

It is trial and error at this point. Just keep trying this and that.
