Display not working after XP startup

Display Not Working
My computer boots quickly, then after displaying the Windos logo with the blue bar at the bottom, the display goes brown and everything apears to be moving across the screen so rapidly I cannot do anything with it. I can log in by memory, and it makes the appropriate startup sounds, but the display stays brown as above. I just replaced the monitor, as my previous monitor also had problems. I'm using someone elses computer to post this, as mine is unuseable. Please help.

Is this a new problem? Were things working OK previously? Any new hardware and or software?
Can you boot into Safe Mode?
If this is a new problem try a System Restore to a point prior to the problem.
OR:
Try booting into Safe Mode by repeatedly tapping the F8 key after your BIOS POST but before Windows starts.
Does this work?
If so look at your Device Manager: Start/Run/ devmgmt.msc | Display adapter
You may need to reload the drivers for this device.

Yeah, the problem there is that I can't do anything because All I can see is brown after the XP loading screen comes up. I recently changed the monitor, as the other one stopped working. (It suddenly turned off one day and wouldn't turn back on. Also, It smelled like it was burning.) I tried starting in safe mode with the same result.

Can you view your BIOS settings?
Do you have another graphics card to try?
What was smelling: the monitor or the tower?

I think I might have another graphics card, and I believe that it was the tower, but I'm not sure. I can view nothing after the XP loading screen.

I would try another card. Or at least take out the current one and clean the connectors and the slot with alcohol.
If there was a burn it might just have created a residue on the connectors.
