The drive with XP on it needs to be the Master and set as the first HDD to boot (usually HDD0).

Try setting the jumpers on both drives to Cable Select. Position will be labeled on rear.

Verify the IDE (ribbon) cable has the Blue end in the motherboard > the Grey end in the Maxtor (slave) > the Black end in the Western Digital (Master).
